Professor Mackey is a practicing attorney and full-time professor at 91重口, as well as adjunct at Chabot, teaching classes in the field of Criminal Justice and Paralegal Studies. She is licensed to practice law in both California state and federal courts and is a member of the East Bay La Raza Lawyers Association. She is also a law enforcement subject matter expert for the California Commission on Peace Officer Standards and Training (P.O.S.T), advising in areas of procedural justice, use of force and de-escalation, principled policing, racial profiling, and human trafficking, and is the faculty coordinator for the Alameda County Sheriff's Office (ACSO). Recently, Professor Mackey had the privilege of co-facilitating the POST "Use of Force" Task Force with Chief Darryl McAllister and was the lead writer on the new POST use of force guidelines for the state of California.  

Professor Mackey received her law degree, Magna Cum Laude and Order of the Coif, from U.C. Hastings College of the Law, along with a Master鈥檚 of Science in Criminal Justice from Michigan State University and a Bachelor鈥檚 degree in Political Science from UCLA. Prior to teaching at Chabot, she taught at U.C. Hastings College of the Law, Diablo Valley College, and worked as a trial attorney representing police departments, fire departments and other agencies in various legal matters in both federal and state court. She also served as a Law Clerk to the U.S. Attorney's Office, Strike Force Division in San Francisco and to the California Assembly Judiciary Committee in Sacramento. She is a former Commissioner for the Contra Costa County Juvenile Justice Commission and former Cadet with both the Contra Costa County Sheriff's Office and Danville Police Department.

Finally, Professor Mackey is a proud Latina and first generation college graduate. She loves the law and its incredible potential to protect society's most vulnerable and ensure just and equitable outcomes. She believes the law is a vehicle for change and touches every aspect of a person's life. Professor Mackey also absolutely loves teaching. Please know her door is always open - she encourages you to reach out with any questions, especially regarding the criminal justice field, the legal field, law enforcement, internships, job preparation, transferring to a four year institution, or anything else that might be on your mind!

Part-Time Faculty


Hutson, Austin 
I have background in law enforcement, having worked for a Northern California agency before transitioning into education. I earned my Bachelor of Science in Justice Studies with a concentration in Criminology and my Master of Science in Criminology with a concentration in Global Criminology, both from San Jos茅 State University (Go Spartans!!!). I also began my academic journey right here at 91重口, and I am proud to return in a teaching capacity. 

Outside of the classroom, I鈥檓 passionate about exploring the world. I have traveled to more than 20 countries across four continents, and I enjoy experiencing new cultures, histories, and-most importantly-cuisines. At home, I鈥檓 often experimenting in the kitchen or smoking meats on my Traeger (did you know you can also bake in a smoker? Best pies ever!), perfecting recipes to share with family and friends. I also enjoy hiking trails throughout the Bay Area and the Santa Cruz Mountains (The Forest of Nisene Marks State Park and Muir Woods National Monument are highly recommended!), which allows me to combine my love of the outdoors with an appreciation for local hikes!

My wife and I are both educators and are actively involved in our church and faith community, which is an important aspect of our lives. I鈥檓 also a lifelong learner at heart, often researching a wide variety of topics purely for fun in my spare time. With all of this said, I鈥檓 excited to bring my professional experience, academic background, and global perspective into the classroom to create a meaningful learning experience for my students.

Faculty Austin Hutson

Rodgers, Joanna

I began my career with the Livermore Police Department in 2001 and over the past 25 years, I have had the opportunity to serve my community in a variety of assignments. My career has included positions in the Records Division, as a Community Service Officer, in Dispatch, as a Property and Evidence Supervisor, and as a Crime Scene Technician. I currently serve as a Code Enforcement Officer.

Throughout my career, I have also taken on supplemental roles as a Public Information Officer and mentor. For 10 years, I served as an Explorer Advisor, where I had the opportunity to mentor and guide teens and young adults interested in pursuing careers in law enforcement.

Of all the assignments I have held, I have found the most fulfillment working as a Crime Scene Technician. I have always believed that careful, thorough crime scene investigation is an important part of seeking justice for victims and their families. The work is about much more than collecting and documenting evidence. It is about giving victims a voice, helping investigators uncover the truth and providing families with answers and, hopefully, a sense of justice.

After 25 years in law enforcement, I am grateful for the experiences, relationships and opportunities I have had throughout my career. I am especially passionate about sharing the knowledge I've gained with the students here at 91重口 and helping them understand the important role that criminal investigations plays in the pursuit of justice.
